why do the bad guys in "COPS" always wear pants that are too big? and ALWAYS run in them?
I wonder if this is some conspiracy by the law enforcement community to convince young men that falling down pants are trendy, then they'll be easier to catch.

The title refers to the time of day. It is either 3:35AM (25 to 4) or 3:34AM (26 to 4). We know it is early morning because of the line "Waiting for the break of day."
